In the years before the Battle of Yavin, there are many citizens in the Core Worlds who have become content with their lives. There is no fear of war. There is peace and security. Imperial Stormtroopers guard against violence and crime. Imperial Governors and Moffs are above the corruption exhibited by the Senate. Goods and services are plenty, as factories and shipyards produce material around the clock.

From that viewpoint, the spirit of generosity is strong in the galaxy. The most honest senators work hard to see that wealth is distributed throughout all the worlds, and that folk out on the Rim have an opportunity to work and share in the same bounty as the Core Worlds.

To some, the Empire brings a Golden Age. What is there to fear?

Travelers from the Outer Rim bring stories of fear and hunger. Colonies are stripped of their resources. Goods and homes are confiscated. What little resources are available are hoarded by the Empire’s machine, and divided up among the greatest supporters of the Empire: the rich shipyard owners, the captains of industry, and the guilds which remain loyal to the Emperor.

Citizens who speak out are taken away in the night by white-armored ghosts. People who are suspected of sedition disappear, their property seized, and the lives they worked hard to forge out on the Rim disintegrate. Fear is a weapon, trained on the colonists and frontier families, meant to keep them quiet and sedate.

There are rumors that the most desperate of them are considering taking up arms.

Doctrine of Fear is a campaign that shows the onset of resistance against the Empire from the perspective of the Core Worlds. It is not a series of adventures about starting a revolution. Rather, the characters will experience the effects of the Rebellion, and make a choice about taking part in it.
